The 3 year project is focuses on the 21 national airports which carry the bulk of international and domestic passenger and freight traffic throughout the country. Projects to enhance the safety and security requirements to ensure compliance with ICAO safety and security standards through four or more tranches.

Design and supervision of airport improvement works, preparation and administration of long-term airport maintenance contracts for the entire national airports, and monitoring the socioeconomic benefits of the improved and maintained national airports.

The Investment Program will also work closely with the capacity building program financed by AusAID under their sponsored Transport Sector Support Program.

1. Initial investigation of sub-projects and development of the scope of investigation and design, and documentation works as precursor to developing investigation, survey and design and documentation of terms of reference for in-house designers or sub-consultants

2. Administration of the sub-consultancy contracts to ensure compliance with contract conditions

3. Ensure deliverables comply with relevant NAC technical requirements and Bank Conditions

4. Field appraisal of the consultancy deliverables to ensure their compliance the intent of the consultancy agreements. Review the adequacy of the deliverables considering their use in airport maintenance contracts

5. Provide on the job training to graduate trainees seconded to DSC in site investigation, design and documentation of airport works

A civil engineer with several years of international experience in investigation, design and documentation of pavements and infrastructure engineering will be a strong candidate. Experience with drafting bid documents and FIDIC based contracts as well as management of contracts will help immensely
